MSHSAA – Public/Non-Public Advisory Committee Meeting

November 17, 2016

Committee members present were Kenya Fuemmeler, Chad Bradley, Joe Monachino, Tim Jermain, Andy Herbst, Corey Nesslage, Dave Adams, and Bruce Whitesides.  Representing MSHSAA were Kerwin Urhahn and Don Maurer.

Motion Nesslage, Herbst second, to approve the minutes from the November 19, 2015 meeting and Board actions taken on the recommendations.  Motion passed 8-0.

Non-public school open house events were discussed.

Motion Nesslage, Bradley second, that Dr. Urhahn provide to all member schools clarification of provisions and restrictions related to open house events.  Information and Q & A will be forwarded to member schools to inform them of what can be done and what cannot be done during these events.  Motion passed 8-0.

Separate championships were discussed.  Bradley presented information provided him by Jackson High School expressing concerns and interest in separating the championships.  Discussion centered on the concerns, possible outcomes and actions that could result if championships are split.  No action was taken.

The agenda item of home school participation at non-public schools was reviewed.  Discussion regarding the idea of allowing home-school students to participate at non-public schools was held.  The committee is in agreement that if pressure mounts, any such discussion should be limited to participation at only public schools.  But, at this time, no action is necessary.

The Institutional Certificate of Compliance information that schools turned in for the 2016-17 school year was reviewed.  Dr. Urhahn shared with the committee the data collected this year from non-public schools.  Thorough review brought about.  No Action Taken.

Question # C-1-b – (Number of new students accepted?) on the Institutional Certificate of Compliance should be re-worded in order to provide more accurate data.  The committee members requested that Dr. Urhahn forward to each, the breakdown of financial aid received – by each sport.

The date of  next year’s meeting is November 16, 2017.

MSHSAA – Public/Non-Public Advisory Committee Meeting

November 16, 2017

Committee members present for the meeting were Deborah Hand, Joe Monachino, Terry Cochran, Chad Bradley, Kenya Fuemmeler, Brad Pollitt, Tim Jermain, Bruce Whitesides, Dave Adams, John Theobald, and Andy Herbst.  Kerwin Urhahn and Don Maurer were present from the MSHSAA staff.

Motion Adams, Whitesides second, to approve the minutes of the December 17, 2016 meeting.  Motion passed 11-0.

The committee reviewed the definition of Immediate Family in regard to who has guardianship of the student and who pays nonpublic tuition for the student.  It was believed that the wording needs to be more specific as listed in the Undue Influence By-Law.

The Institutional Certificate of Compliance was reviewed as it appears on the on-line questionnaire for school responses.  Some points of discussion included:

      1.   Revise the number of tuition reduction area/category questions.

      2.   Does your school have students receiving direct financial assistance other than directly from the school?  (Not including general parish subsidy.)

      3.   Consider adding to the public school questions:

            a.   If you are in a district with multiple schools, is open enrollment an option for students?

      4.   Consider adding to the nonpublic school questions:

            a.   Do you have an application process for students?

            b.   Does your school have a cap on enrollment?

Dr. Urhahn made the committee aware of a petition currently being circulated which would mandate six classifications for basketball.  He also informed the committee that an ad hoc Committee on Classification has been formed and will be meeting next month to review the classification system and to possibly make recommendations to the MSHSAA Board of Directors.

The next meeting will be November 15, 2018.

With no further business the meeting was adjourned.

Respectfully submitted,

Kerwin Urhahn

Executive Director, MSHSAA
