RESULTS OF THE 2012 ANNUAL MSHSAA ELECTION
SEVENTEEN OF NINETEEN AMENDMENTS PASS MAY, 2012
Following are the results of the balloting on the amendments to the MSHSAA Constitution and By-Laws in the 2012 Annual MSHSAA Election. Amendments to By-Laws require a simple majority of those voting for passage, while amendments to the Constitution require a 2/3 majority for passage. Proposals which passed will become effective July 1, 2012, with the exception of Proposal Numbers 9 and 11 which shall become EFFECTIVE IMMEDIATELY.
PROPOSAL 1 - (Article IV, Section 1-b) - (FAILED) - 323 FOR, 179 AGAINST (2/3 majority needed for passage)
Would have amended the MSHSAA Constitution, Article IV, Section 1-b, by making Board District re-assignment requests, which are approved, permanent rather than in place for ten years.
PROPOSAL 2 - (By-Law 1.4.1.j) - (PASSED) - 472 FOR, 30 AGAINST
Amends By-Law 1.4.1.j to indicate that the due date for basketball co-op applications is December 1 preceding the school year in which the cooperative sponsorship, if approved, will be implemented.
PROPOSAL 3 - (By-Law 1.5.4) - (PASSED) - 456 FOR, 46 AGAINST
Amends By-Law 1.5.4 to indicate that the last possible Summertime Dead Period (Saturday of Standardized Calendar Week Number Four to Sunday of Standardized Calendar Week Number Six) closes at 5:00 p.m., in order to allow for a Fall Sport and/or Activity Parent Meeting to be held on the evening prior to the first allowable practice date for fall sports.
PROPOSAL 4 - (By-Law 1.6) - (PASSED) - 430 FOR, 72 AGAINST
Amends the by-laws by adding a new subsection to Section 1, School Essential By-Laws, to mandate that any athletic/activity director in his/her first or second year in the state of Missouri attend a MSHSAA A.D.’s Training Session.
PROPOSAL 5 - (By-Law 2.1.1.a) - (PASSED) - 440 FOR, 62 AGAINST
Amends By-Law 2.1.1.a to further clarify when a student may represent a member school in interscholastic activities, in order to address technical school and alternative school attendance.
PROPOSAL 6 - (By-Law 2.6) - (PASSED) - 329 FOR, 173 AGAINST
Amends By-Law 2.6, Undue Influence, to allow school coaches and school administrators to encourage students who live within their school’s boundaries and already attend a feeder school to come to that school for interscholastic activity purposes.
PROPOSAL 7 - (By-Laws 3.9.1 and 4.5.7) - (PASSED) - 253 FOR, 236 AGAINST
Amends By-Law 3.9.1, Conditioning Requirements (Sports), and By-Law 4.5.7, Spirit Conditioning Requirements, to require fourteen conditioning practices prior to the first interscholastic contest (sports) or event (spirit).
PROPOSAL 8 - (By-Law 3.13.2.a.2(a)) - (PASSED) - 71 FOR, 35 AGAINST
Amends By-Law 3.13.2.a.2(a) to clarify that administrators may grant an exception for a student to miss a school swimming/diving practice or meet only to attend a non-school meet, not a non-school practice.
PROPOSAL 9 - (By-Law 3.18.1) - (PASSED) - 404 FOR, 98 AGAINST
Amends By-Law 3.18.1 to allow for a specific six-team bracket in which no more than one team has the opportunity to lose a game and still win the tournament.

PROPOSAL 10 - (By-Law 3.18.6) - (PASSED) - 151 FOR, 52 AGAINST
Amends By-Law 3.18.6.a to remove the restriction regarding the starting time of a wrestling tournament on a school day.
PROPOSAL 11 - (By-Law 3.18.7) - (PASSED) - 374 FOR, 128 AGAINST
Amends By-Law 3.18.7.d by removing the requirement that currently mandates non-member event organizers to pay participating schools their average gate receipt plus mileage when participating in a multi-game event.
PROPOSAL 12 - (By-Law 3.27) - (PASSED) - 100 FOR, 6 AGAINST
Amends the by-laws by adding a new By-Law 3.27 which places the individual participant limits that currently appear in the MSHSAA Swimming and Diving Manual within the by-laws so these limits are handled in a manner consistent with other MSHSAA sports.
PROPOSAL 13 - (By-Law 3.28.2) - (PASSED) - 354 FOR, 96 AGAINST
Amends By-Law 3.28.2 to change the first allowable contest date for all fall sports to Wednesday of Standardized Calendar Week Number Eight.
PROPOSAL 14 - (By-Law 3.28.6) - (PASSED) - 266 FOR, 120 AGAINST
Amends By-Law 3.28.6.a and c, Contest limitations for Baseball, in a manner that would allow a maximum of five extra baseball games on days when school is not in session.
PROPOSAL 15 - (By-Law 3.29.3) - (PASSED) - 270 FOR, 21 AGAINST
Amends By-Law 3.29.3 to increase the contest limitations for the seventh grade in all sports and make the contest limitations the same for both seventh and eighth grade.
PROPOSAL 16 - (By-Law 4.1.5) - (PASSED) - 410 FOR, 84 AGAINST
Amends the by-laws by adding a new By-Law 4.1.5 which includes language for the non-athletic activities in regard to limits on competition and participation which mirror those already in place for the sports.
PROPOSAL 17 - (By-Law 6.1.2.b) - (PASSED) - 412 FOR, 90 AGAINST
Amends By-Law 6.1.2.b to allow an exception for the sport of volleyball to use fewer officials than required by the NFHS Volleyball Rule code only for sub-varsity contests.
PROPOSAL 18 - (Constitution and By-Law 5.1) - (FAILED) - 313 FOR, 189 AGAINST (2/3 majority needed for passage)
Would have amended the MSHSAA Constitution to remove the authority and oversight for the development of qualifying procedures in Track and Field from the Board of Directors and to amend the MSHSAA By-Laws by placing the specific qualifying procedures for Track and Field within the wording of By-Law 5.1.
PROPOSAL 19 - (By-Law 5.1) - (PASSED) - 339 FOR, 114 AGAINST
Amends By-Law 5.1 by 1) adding an exception which would exclude the sport of baseball from the requirement of having 513 schools registered in the sport to qualify for five classes, and 2) adding a new part (5.1.11) mandating that baseball schools be divided equally into five classes.
