MSHSAA Board Meeting Summary: August 25, 2025

COLUMBIA – The Missouri State High School Activities Association (MSHSAA) Board of Directors convened for a special meeting via Zoom on August 25. The Board addressed a range of topics impacting member schools across the state.

Senate Bill 63 Special Ballot and Board Policy Amendments

The Board certified the results of the Special Ballot, which was voted on and approved by the member schools in response to Senate Bill 63. These changes to the MSHSAA by-laws ensure full compliance with the new state law.

“Approval of the Special Ballot by our member schools was necessary to remain aligned with Missouri law,” MSHSAA Executive Director Dr. Jennifer Rukstad said. “We are grateful to our member schools for voting in these by-law changes, which ensure uninterrupted access to interscholastic athletics and activities for all eligible students.”

The Board also approved three board policy amendments to comply with Senate Bill 63.

The MSHSAA Handbook has been updated to reflect the by-law and board policy changes on our website and will be distributed to schools this fall.

In summary, Senate Bill 63 expands participation opportunities to full-time students who attend home school, Family Paced Education (FPE) school, and full-time virtual school with the public or charter school which serves the place they live. The law applies to a broad scope of athletics, fine arts, and integrated co-curricular activities, not just those governed by MSHSAA.

MSHSAA will refer to students who are eligible and choose to participate under Senate Bill 63 as resident participant students.

Fall Softball Moves to Meador Park

During the meeting, the Board approved Meador Park as the host site for the 2025 Fall Softball Championships. With planned field renovations underway at Killian Sports Complex during the fall season, Meador Park offers an excellent alternative to ensure the continued success of our championships. The championships will still be held Oct. 30 to Nov. 1.

In addition, the Board approved recommendations from the Media Advisory Committee. Specific information on those board actions will be available here in the future.

The Board will meet again for a regularly scheduled meeting in September.
