Swimming and Diving Advisory Committee Summary

        1.    Recommended that last year’s approved recommendation number seven, which allowed for a two-year trial regarding additional, non-state-qualifying events be modified as follows:  The following short course events are allowed at all non-championship meets as a Missouri State Adoption (as per NFHS Rule 5-1-1a), at the discretion of the host school, with prior notification to invited or contracted schools.  Participation would count as an event toward the allowable number of events per individual and a first-leg performance in a RELAY that meets the state qualifying standard (only when fully automatic timing [FAT] is used) could count as a qualifying time for the corresponding shorter event.  This adoption will be allowed on an experimental basis for two years, and will be revisited by the Advisory Committee and the Board of Directors in the spring of 2013. 

 

        2.    Recommended the following state qualifying time changes for 2011-12:

        3.    Recommended the following modifications to the State Entry Process to eliminate the entry facsimile:

                  1.   The Performance Certification Sheet will no longer be required for state entry; the DirectAthletics Online State Performance Tracking System will be used alone for making state qualifying times public throughout the season.  State entry declarations will continue on the DirectAthletics website.  Meet hosts shall keep official meet results, which must be available for review upon request.

                  2.   A copy of the qualifying dive sheet will no longer be required for entry, but shall be retained by the coach and must be available for review upon request.  The Six-Dive and Eleven-Dive Meet Sheets will be required for state entry and will be input by schools on the MSHSAA website* for state entry.

                  3.   The Team Information Form will be completed by schools on the MSHSAA website* for state entry.

                  [*    These items would require additional programming on the MSHSAA website to allow swimming/diving to utilize a “state entry” area, similar to other activities.]

 

*       4.    Recommended a Missouri State Association adoption in regard to NFHS Swimming and Diving Rule 3-2-3, to modify the allowable number of relay alternates from eight to six, for the state meets only. 

                                                  

        5.    Recommended that a maximum of four USA Swimming officials, preferably neutral officials without children swimming, be provided access to the deck to certify times in the medley relay, backstroke and the individual medley for USA Swimming. 

 

        6.    Recommended that each diver be required to sign-in for practice with a school coach (with hang-tag) at the Rec-Plex on Friday and Saturday and that each diver be visibly marked with his/her diver order number for confirmation of check-in. 

 

 

        7.    Recommended the following policy be implemented by the MSHSAA Board and included in the Swimming and Diving Manual and in the Swimming/Diving Online Rules Review for 2011-12:

   “Time-Trials:

A.   So-called “Time-Trials” are not allowed.

B.   Under the following conditions, “last chance” swimming and/or diving meets are allowed and may be utilized to give swimmers and/or divers an additional chance to qualify for state:

1.   The team and individual have not met or exceeded the contest limitations prior to the last chance meet, and the last chance meet is counted as a meet within those team/individual contest limitations. 

2.   All twelve high school events must be offered.

3.   The same stroke must be used in all lanes.

4.   All meet rules must be followed, including the use of registered officials, NFHS rules and MSHSAA policies.

5.   Meet entry limits must be followed.

6.   If times are to be used for state qualification, the meet must be held no later than the date specified in this Manual.” 

 

        8.    Recommended that the sport of swimming utilize the same Missouri State Adoption that is currently being used in Track and Field in regard to the NFHS jewelry rule, where the entire field is given a warning on jewelry prior to the meet, and violators are disqualified during the meet.
