2. Recommended to alter the state diving session schedule in the following manner:  The facility will open at 7:00 a.m., the diving boards will open at 7:15 a.m. and close at 8:45 a.m. and state diving will begin at 9:00 a.m.  Motion passed 7-0.

3.      Recommended the following wording be added in the MSHSAA Swimming Manual to clarify the manual timing requirements for state qualification.  

Section 2, A. Swimming, 3. Timing:

        3.     TIMING:  In order for a State Qualifying Performance to be allowed as a state entry time, it must be performed at a meet that utilizes one of the following two approved systems for timing:

a.     Fully Automatic Timing (FAT) must be functioning and printed meet results for verification purposes must be available to participating teams following the meet.  In the case of a timing system failure, the manual timing requirements below must be met.

b.     Utilize the following specific criteria for the use of manual timing:

i.      A minimum of three functioning watches are required to be located at the end of the swimmer’s lane and held by three different people.  As per NFHS Swimming Rule 6-2-2, the time of the middle watch shall be the official time.  The time on each watch assigned to that lane shall be viewed and documented by the Starter/Referee before being cleared.

ii.     The coach of the qualifying swimmer is required to have the meet official certify the watch times on a Performance Certification Sheet (PCS) at the meet site.

c.     Coaches must be prepared to provide proof of all performances (FAT results or PCS Form) in case one or more performances are challenged.

 

4.  Recommended that wording be added to the Swimming Manual to outline a procedure for challenges of performance times.  It was recommended that challenges be allowed both during the season based on performances submitted and visible on DirectAthletics, and during the Psych Sheet Review period on Monday/Tuesday prior to the state meets. 

5.  Recommended a schedule change regarding diving warm-ups on Friday of the State Meets.  Diving Boards will be closed on Friday until 3:10 p.m. to allow the full diving well to be used for swimming warm-ups.   Check-in of divers will begin at 3:00 p.m. and the boards will open as soon as the prelims are underway, the lane ropes can be removed, and divers can be checked-in. 

6.      Recommended that the Board place an item on the 2012 Annual Ballot to amend the wording within the exception for swimming and diving in By-Law 3.13.2.a.2(a) as follows: “Prior approval by the school administrator may grant an exception to a student to participate in the a non-school swimming and or diving program competition if in direct conflict with the school program.”

7.      Recommended that Missouri submit a recommendation to the NFHS Swimming and Diving Committee that the NFHS track and field rule regarding the use of inhalers and other controlled substances during a meet be added to the NFHS Swimming and Diving rules. 

8.      Recommended that the MSHSAA Sports Medicine Advisory Committee review the practice of administering oxygen to athletes during contests and clarify the following:  safety, risks, proper handling and administration, location of tanks, necessary prescriptions or doctor/ATC approval, physical form notations, sharing, etc.
