1.          

 

 
Recommend that late fees for additional district speech, debate, and theatre entries submitted by a school that entered by the published deadline shall not be assessed if such additional entries are received seven or more days prior to the start of the district tournament.

2.           Recommend that a school be fined $100 for a drop or withdraw from the State Speech, Debate, and Theatre tournament.

3.           Recommend that non-internet connected computers be allowed in Cross-Examination Debate for a one-year trial basis, as per NFL rules, during the 2010-11 school year, including at the District and State Tournaments.  Invitational tournament hosts may choose to prohibit the use of such computers.

4.           Recommend that the final speeches in Public Forum Debate be extended from 1 minute to 2 minutes beginning with the 2010-11 school year.

5.           Recommend that quality points be added to the Public Forum Debate ballot, similar to the Lincoln-Douglas ballot.

6.           Recommend that the statement “Attire which identifies characters or differentiates performers is not allowed and will be considered costuming.” be added to 6-E-10 in the Speech, Debate, and Theatre Manual.

7.           Recommend that the sentence “Programs shall not be permitted to be distributed in One-Act Play or Readers Theatre at the district or State Tournaments,” be moved from 6-D-6 to 6-D-7 in the Speech, Debate, and Theatre Manual.

8.           Recommend that the sentence “; title(s) and author(s) of all selections must be identified.” be added to 6-F-1(b), 6-G-1(e), 6-H-1(b), 6-I-1(b), 6-J-1(b), and 6-K-1(d) in the Speech, Debate, and Theatre Manual.

*9.        Recommend that the number of tournaments that a seventh or eighth grade student can attend be increased from five to seven.

10.       Recommend that the sentence “A student may not participate in both the Readers Theatre and One-Act Play events.” be changed to “A student may not perform in both the Readers Theatre and One Act Play.” in 6-D-2 and 6-E-2 of the Speech, Debate, and Theatre Manual.
