Music Advisory Committee Summary
Held on May 26, 2010
Y 1. Recommend
that Section 12-A-9 for large
and small ensembles now read as: Failure
to supply the adjudicator with an appropriate score (i.e. arranger, edition, voicing, etc)
showing all the parts of
the work or an incomplete score be changed from disqualification to an overall lowered rating
for the event. The exception for string
duets will still remain.
Y 2. Recommend
the penalty for large vocal ensembles performing 2-part literature shall result
in disqualification of the event.
Y 3. Recommend language be included in the music
manual under Sections 7-B-2, 7-C-2-c and 7-C-3-c stating the penalty for
duplication of personnel in large ensembles shall result in disqualification of the event.
Y 4. Recommend to
increase the maximum number of performers in chamber choir from 30 to 32.
Y 5. Recommend
that at the time of the performance
failure to supply the adjudicator with the individual soloist part (not the
piano accompaniment) be changed from disqualification to an overall lowered rating.
Y 6. Recommend
the following statement be included in Section 7-B and 9-A of the MSHSAA Music Manual. Class 1, 2 and 3 Mixed Choirs that perform only SATB literature during performance must sing SATB
literature during the sight reading performance.
Y 7. Recommend a
group be disqualified when it has been verified by the festival manager that
the same personnel that participated during the performance
portion of the festival did not participate in sight reading.
Y 8. Recommend
once a selection has been removed from the sight reading rotation it returns to the composer to sell, publish or
return to MSHSAA to make available in PDF
format to schools for educational
purposes.
Y 9. Recommend clarifying the wording in the
music manual by changing the word 'verbal' to 'audible' in section 9-D-4.
Y 10. Recommend moving section 8-A-6 to 8-A-2
and change the phrase 'Internet or CD copied music' to 'electronically
generated music'.
Y 11. Recommend language be included in the MSHSAA Music
Manual under Section 8-A and 8-G allowing the use of
unpublished, commissioned works for large group festivals only.
Commissioned pieces for large ensembles
may be used at evaluative festivals under the following conditions:
a. An electronically engraved full score (i.e.
not handwritten) is provided.
b. Proper documentation is provided to the
district festival manager, adjudicators and the MSHSAA office verifying
permission of the piece to be performed by the composer.
Y 12. Recommend
creating a mens trio, mens sextet, mixed trio and mixed sextet events to the vocal small ensemble events
list.
Y 13. Recommend
including the following statements to the MSHSAA Music Manual under Section 8.
Section 8-A-5-b
Definition of
Multi-movement Works: For a selection to
be considered a multi-movement work, it must
have three or more movements. It should
be in sonata or suite form and each section must be separate, titled and
performable alone. Theme and variations
form is not considered a multi-movement work.
Section 8-A-5-c
Instrumental soloists and small instrumental
ensembles will be required to perform selections listed on the MSHSAA Prescribed Graded Music List. All
selections must be performed as written or indicated by ( )
on the graded music list. If no
information appears in ( ) beside the title of the work the performer(s) will be expected to
perform the entire work as written (including repeats). Refer to Section 8-A-5-b regarding
multi-movement works. In instances where a second
selection is needed the work must be performed as indicated on the MSHSAA Prescribed Graded
Music List.
Y 14. Recommend adding the word 'any' to
Section 8-A-2-b-1 of the MSHSAA Music Manual.
Section 8-A-2-b-1
An ensemble (large or small) shall not sing or play a
selection that was used as an evaluative festival selection from the same school
in the any previous
year if an individual student, or students, performed in that
ensemble.
Y 15. Recommend
allowing large group events to submit late entries after the second penalty deadline for a fee of $300 per
group.
Y 16. Recommend the
following be placed on the Annual Ballot to amend MSHSAA By-Law 440-a, to now state: a) District
music festivals evaluate the events from each participating school. b) The state music festival
evaluates events that have been awarded a superior rating at the district festival and provides
the opportunity for an even higher level of performance expectation and adjudicator
evaluation.
Y 17. Recommend a
sub-committee representing advisory committee members, district festival managers and adjudicator
trainers be formed to review the number of events allowed to enter the district festival by school
for each classification level, adjudicator training and philosophical and procedural
items associated with the festivals.
N 18. Recommend that drum-set solos be
allowed as a multiple percussion event on a two year trial basis based upon the criteria
presented, with the music advisory committee to review at the end of the second year.
Y 19. Recommend
to include the word 'district' in the Purpose and Philosophy section of the music manual as well as the
following statement defining the festivals.
The evaluative
district and state music festival events reflect the standard instrumentation
and/or voicing found in the traditional choral setting,
concert band or orchestra.
