Summary of MSHSAA Baseball Advisory Committee
Held June 11, 2009
Y 1. Recommend that the following changes be made
to the 2009-2010 MSHSAA Baseball Manual (changes underlined) regarding the
starting and ending dates of the district tournaments:
a)
Starting date: District tournament games shall be played no
earlier than the Saturday of week #45 and must conclude by Saturday of week
#46. The mandatory (weather permitting)
start date for the district tournament shall be Saturday of week #45 unless
specific MSHSAA approval is granted by the MSHSAA Office to change this
required start date due to specific school related conflicts. Note:
A district with 5 teams or a district with more than 8 teams may play a
pigtail bracket game(s) on Friday of week #45.
T 2. Recommend that an item be placed on the
2009-2010 MSHSAA Area Meeting Agenda to discuss a preseason interschool
scrimmage for baseball under the following basic conditions:
a) Senior high schools only may participate in
the preseason inter-school scrimmage.
b) The preseason inter-school scrimmage shall
consist of 3 or 4 schools.
c) The preseason inter-school scrimmage must be
under contract with participating schools.
d) The preseason inter-school scrimmage shall be
officiated by MSHSAA registered officials.
e) Each participant shall have at least ten (10)
individual days of physical conditioning practice prior to participating in the
preseason inter-school scrimmage. The 10th
day of conditioning practice must occur on a day preceding the day of the
event.
f) When there are four schools participating, a
maximum of 3 innings per team with a maximum of 9 total innings per team. When there are three schools participating a
maximum of 4 innings per team with a maximum of 8 total innings per team.
g) All game rules apply with the exception that
there shall be free/unlimited substituting, that each half inning shall be
three outs or eight runs, and pitchers are limited to 2 total innings during
the event.
h) The scrimmage must be conducted on one day
between Saturday of week #36 and Thursday of week #37 of the standardized
calendar.
j) The MSHSAA shall receive 20% of the gross
revenue to be placed in restricted accounts for student services and training
of officials, with the remainder divided among the participating schools as set
forth in the contract provided by the host school.
k) All schools hosting a preseason inter-school
scrimmage shall pre-register such with the MSHSAA and shall file a financial
report within 10 days following the event.
N 3. Recommend that an item be placed on the 2010
MSHSAA Annual Ballot to amend MSHSAA By-Law 326 a1 and c1 to increase the
number of allowable contests by two games in each of the three options: 22 games (now 20) and 1 tournament, 20 games
(now 18) and 2 tournaments, or 16 games (now 14) and 3 tournaments.
