RESULTS OF THE 2016 ANNUAL MSHSAA ELECTION

 

                                                                                                                                                                                                                                 

SEVEN OF EIGHT AMENDMENTS PASS                                                                                                                                    MAY, 2016

                                                                                                                                                                                                                                 

Following are the results of the balloting on the amendments to the MSHSAA Constitution and By-Laws in the 2016 Annual MSHSAA Election.  Amendments to By-Laws require a simple majority of those voting for passage, while amendments to the Constitution require a 2/3 majority for passage.  Proposals which passed will become effective July 1, 2016, with the exception of Proposal Number 8a and 8b which shall become EFFECTIVE JULY 1, 2018.

 

PROPOSAL 1 - (Concussion Insurance Fee) - (FAILED) - 265 FOR, 228 AGAINST  (2/3 majority needed for passage)

Would have amended Article V, Section 1 of the MSHSAA Constitution to require member schools to pay insurance fees for coverage of participants, to include a per student athlete charge for concussion insurance.

 

PROPOSAL 2 - (Petition Wording Requests) - (PASSED) - 412 FOR, 81 AGAINST  (2/3 majority needed for passage)

Amends Article VI, Section 3 of the MSHSAA Constitution by requiring school personnel to request petitions, for wording by the MSHSAA Executive Director, by October 15 annually.

 

PROPOSAL 3 - (Special Transfer Exception - Transfer Between Divorced Parents) - (PASSED) - 432 FOR, 61 AGAINST

Amends By-Law 3.10.4.e.4 to further define the parameters of this exception for a transfer between divorced parents.

 

PROPOSAL 4a - (Joining the School Team) - (PASSED) - 321 FOR, 135 AGAINST

Amends By-Laws 3.13.2.a.1 by requiring school sport team members to join/try out for the school team at the start of the school sport season.

 

PROPOSAL 4b - (Joining the School Team) - (PASSED) - 82 FOR, 32 AGAINST

Amends By-Laws 3.13.2.a.2 by requiring school sport team members to join/try out for the school team at the start of the school sport season.

 

PROPOSAL 4c - (Joining the School Team) - (PASSED) - 337 FOR, 127 AGAINST

Amends By-Laws 3.13.2.a.3 by requiring school sport team members to join/try out for the school team at the start of the school sport season.

 

PROPOSAL 5 - (No Contact Periods - Fall, Winter, Spring) - (PASSED) - 373 FOR, 120 AGAINST

Amends By-Laws 3.13, 3.14 and 3.15 by deregulating the seasonal No-Contact Periods to allow student participation in non-school camps/clinics/group sport lessons during those seven days.  Contact with school coaches and open facilities will continue to be restricted during the seven days prior to the first allowable practice date.

 

PROPOSAL 6 - (Individuals Playing in Two Basketball Tournaments in the Same Week) - (PASSED) - 362 FOR,

129 AGAINST

Amends By-Law 3.21.3 by allowing individuals (not teams) to play in two separate basketball tournaments during the same calendar week without limitation as to timing or school being out of session.  (This does NOT allow a player that plays on multiple levels to play for the JV and the Varsity team if both are participating in the same basketball tournament.)

 

PROPOSAL 7 - (Cash Awards to Schools in Activities) - (PASSED) - 282 FOR, 207 AGAINST

Amends By-law 4.1.8, 4.2.4, 4.3.4, and 4.4.4 to allow schools to accept cash prizes among other awards, for placement or participation in contests.

 

PROPOSAL 8a - (Annual Enrollment Collection and Classification Determination) - (PASSED) - 173 FOR, 135 AGAINST

Amends the By-Law 5.1.7 to allow football classification breaks to be made annually based on yearly enrollment data (rather than every other year.)  (Beginning with the 2018-19 school year.)

 

PROPOSAL 8b - (Annual Enrollment Collection and Classification Determination) - (PASSED) - 279 FOR, 179 AGAINST

Amends the By-Law 1.4.1, Cooperative Sponsorships, to require senior high school cooperative agreements to be formed annually.  (Beginning with the 2018-19 school year.)
