May 1, 2007 Meeting Summary

Held May 1, 2007

1. Went on record to renew support of broadcasting the finals of Public Forum Debate at the State Speech, Debate, and Drama Championships. (Approved)

2. Recommend that competitors with a bye/forfeit win receive for that round the average of the total win-loss records of their other opponents’ preliminary rounds. (Approved)

3. Recommend that a note be added after 6-A-6(f) in the Speech, Debate, and Drama Manual to refer to 4-E-4(b) regarding forfeits and byes in debate. (Approved)

4. Recommend that 4-E-4(b) in the Speech, Debate, and Drama Manual be amended from “The team which received this forfeit…” to “A team which receives a forfeit/bye…” (Approved)

5. Recommend that 4-E-4(c) in the Speech, Debate, and Drama Manual be amended from “A Lincoln-Douglas debate contestant…” to “A Lincoln-Douglas or Public Forum Debate entry…” (Approved)

6. Recommend that 6-L-2 in the Speech, Debate, and Drama Manual be amended by inserting “A contestant shall be permitted to make a microphone sound check.” as the second sentence. (Approved)

7. Recommend that district judges’ fees be increased from $6.00 per round/hour to $8 per round/hour as long as there is no increase in the district entry fees. (Tabled for further study)

8. Recommend that rules meetings be required every year, instead of every two years, for Speech, Debate, and Drama coaches starting with the 2009-10 school year. (Approved)

9. Recommend that 4(c) of the Application of Protest Procedure in the Speech, Debate, and Drama Manual be amended by adding “and shall be communicated to all involved parties by the tournament manager.” to the final sentence. (Approved)

10. Recommend that the rule which reads “The participant shall have a copy of the original work of his/her selection…” be amended to “The participant shall have available an original publication of his/her selection…” in all applicable Individual Events in the Speech, Debate, and Drama Manual. (Approved)

11. Recommend that the MSHSAA staff explore the possibility of having an annual District Tournament Managers’ Meeting. (Approved)
