1.    Went on record to support a change in the MSHSAA district assignment of Jefferson City High School due to an annual conflict in the scheduling of the MSHSAA South-Central District Tournament and the NFL East (St. Louis) district tournament. Such support is given due to the educational opportunities provided by NFL tournament participation, but with the stipulation that Jefferson City High School’s MSHSAA re-assignment must be to the St. Louis District.

2.    Recommend that 6-A-4 to the Speech, Debate, and Drama Manual be amended by inserting “Each debater shall present one constructive speech, one cross-examination, and one rebuttal speech.” as the first statement.

3.    Recommend that 4-E-4(b) in the Speech, Debate, and Drama Manual be amended by adding “This team shall also receive the average of their ranks and quality points for their other preliminary rounds.” as the second sentence.

4.    Recommend that “If a judge questions any of the above rules have been violated, the judge shall refer such concern to the site manager in writing after the conclusion of the performance in question. The site manager shall inform the tournament manager or grievance committee of the concern and notify the remaining members of the judging panel to withhold their final rankings of the performances until the issue has been resolved by the tournament manager and/or grievance committee.” be added to the Speech, Debate, and Drama Manual as 6-E-14 before the listing of the judging criteria.

5.    Recommend that 6-E-6 be amended in the Speech, Debate, and Drama Manual by changing “No technical effects…” with “No electronic effects...”

6.    Recommend that 6-E-7 be amended in the Speech, Debate, and Drama Manual by changing “Sound effects…” to “Live sound effects…” and “All recording devices must be furnished…” to “All playback devices for such music must be furnished...”

7.    Recommend that “Programs shall not be permitted to be distributed in One-Act Play or Readers Theatre at the district or State Tournaments.” be inserted after 6-D-6 and 6-E-12 in the Speech, Debate, and Drama Manual.

8.    Recommend that “Verification of non-royalty status shall also be provided.” be added as the third sentence of 6-D-7 and 6-E-16 in the Speech, Debate, and Drama Manual.

9.    Recommend that “What group of students does this come from?” be removed from the One-Act Play and Readers Theatre entry forms.

10.    Recommend that that 6-F-1(a), 6-G-1(a), 6-H-1(a), 6-I-1(a), 6-J-1(a), and 6-K-1(a) be amended in the Speech, Debate, and Drama manual by moving “The participant shall have available an original publication of the selection in case the material is challenged” from 6-F-3, 6-G-2, 6-H-3, 6-I-3, 6-J-3, and 6-K-3 and adding as the second sentence in each regulation, respectively.

11.    Recommend that “Select material from sources other than plays or prose.” be added as 6-I-1(c) in the Speech, Debate, and Drama Manual.

12.    Recommend that 6-I-2 and 6-J-2 be amended in the Speech, Debate, and Drama manual by changing the first sentence of each regulation from “…read from the printed page.” to “…read from the printed page with occasional eye contact.”

13.    Recommend that 6-N-1(a) be amended in the Speech, Debate, and Drama manual by adding “All quoted material shall be credited within the text of the speech.” as the second sentence.

14.    Recommend that “If a student performs in the wrong room, he/she shall be ranked last in that section.” be added as 4-E-4(e) in the Speech, Debate, and Drama manual by adding.

15.    Recommend that “The grievance committee shall be allowed to correct clerical errors beyond the stated time limits if such action will not delay the tournament.” be added as 4-F-3 in the Speech, Debate, and Drama Manual.

16.    Recommend that 1-C-10 be amended in the Speech, Debate, and Drama manual by changing “Cell phones may not be…” to “Cell phones and other electronic communications devices may not be turned on while in the preparation rooms, competition rooms, or in the awards ceremony.” and that the amended wording of 1-C-10 be added to the manual regarding the ethics of judges and coaches as 1-A-6, 1-B-10, 4-G-9, 8-S, 9-T, and 10-O.

17.    Recommend that an item be placed on the Annual Questionnaire to determine if schools registered for Speech, Debate, and Drama favor amending By-Law 540.0 (Season Limits) to permit schools to participate in one interscholastic speech, debate and/or drama event in addition to the MSHSAA State Tournament, between April 1 and the beginning of summer. Such event must count as one of the student’s 11 allowable regular season speech, debate, and drama events for that school year as per by-Law 262.0 (Limits on Participation) and must meet the travel regulations per By-Law 530d.
