Recommend lowering the required number of years teaching experience to become a MSHSAA Certified Music Adjudicator from ten years to seven years.
Recommend the following changes be made to the descriptors, definitions and to include the Standards of Ratings on the MSHSAA Adjudicator Evaluation Forms beginning with the 2014 festivals.

Recommend developing the MSHSAA website or Festival Manager website to incorporate the MSHSAA adjudicator evaluation process.
Recommend the following procedure be used to determine classification breaks for music activities. The largest 80 schools registered for music activities be placed in class 5, the next largest 80 schools in class 4, the smallest 128 schools in class 1 and the next smallest 128 schools in class 2 with the remaining schools to be placed in class 3 beginning with the 2014-15 and 2015-16 two year classification cycle.
Recommend that all soloists must perform from the original soloist part in paper format, not electronic devices. The adjudicator must also be presented with the original soloist part in paper format, not electronic devices.
Recommend removing the statement in the NOTE box of Section 5-B-2 in the MSHSAA Music Manual which states “In this case, three judges will be used, a time limit of 20 minutes for class 1-2 and 25 minutes for class 3-5 will be observed and no sight reading will be required.” A statement will be added to refer to Section 5-A-1c for additional information on string orchestra events.
Recommend increasing the scheduled performance time from 12 to 15 minutes for string orchestras, woodwind and brass choir events.
Recommend allowing the addition of third string orchestra entries in the MSHSAA State Large Group Festival.
Recommend requiring all festival managers to complete the music online rules review each year.
Recommend limiting instruction to the group in sight-reading to one music director and violation of this rule would result in an overall lowering of the groups rating.
Recommend language be added to define ‘silent-play’ in the MSHSAA Adjudicator and Music Manuals and to included language that timpani pitches will be cleared after each performance. Any violations made in sight-reading or the performance portion would result in a penalty of an overall lowered rating for that event.
Recommend eliminating the usage of +/- by adjudicators when assigning a rating on MSHSAA Adjudicator Evaluation Form beginning with the 2014 festivals.
Recommend to following the language used to describe the vocal large group, solo and small ensemble event types beginning with the 2013-14 school year and to remove all reference to gender in the MSHSAA Music Manual.

Recommend establishing a 3 year rotation to review selections currently on the MSHSAA prescribed graded music list. The rotation will begin in the summer of 2014 with the band area, followed by the vocal area in 2015 and string area in 2016.
Recommend creating a sight-reading sub-committee to review all aspects of the sight reading process for the MSHSAA Large Group Music Festivals.
Recommend surveying the high schools registered for music activities regarding interest in MSHSAA creating a district/state series for marching band. Survey should be conducted in the fall of 2013 and include head instrumental directors and school administrators.
Recommend updating the language Section 4-D-3 of the MSHSAA Music Manual defining a miscellaneous vocal ensemble as having a minimum of three and a maximum of eight performers.
Recommend creating a committee of band directors to develop language to address heat acclimatization for marching band.
